Ticket-of-leave man

noun·Victorian

A convict released on parole, required to carry his license — a marked man and stock suspect in Victorian crime fiction.

A convict released on parole before the end of his sentence, required to carry his ticket-of-leave (a paper licensing the release) on demand. The system, used in both Britain and her penal colonies, produced a class of marked men who became standard suspects in Victorian crime fiction.
