A robber who attacks his victim by surprise from behind, throwing an arm or a cord around the neck to choke the victim into submission while an accomplice rifles the pockets. London experienced a “garroting panic” in 1862 that drove harsh anti-crime legislation and fed dozens of sensational novels.
